Born on September 24, 1951, he is the Executive Secretary of the Planning and Coordination Agency of the New Partnership for Africa's Development. He has held several ministerial positions in the government of Niger and functions in several international organizations. He holds a master's degree from the National School of Public Administration of Quebec and a doctorate in administrative sciences from the University of Paris in France.
